Johnson County Park and Recreation District's story begins with one man's love of the outdoors. John Barkley — a World War I Medal of Honor recipient known to friends as "Old Farmer John" became the first superintendent of the Shawnee Mission Park District (JCPRD's predecessor). A Mission Township farmer with roots in the land, Barkley personally scouted and negotiated the acquisition of roughly 1,300 acres that would become the county's first two parks, including what is now Shawnee Mission Park. He believed strongly that children deserved room to roam and connect with nature, not just a suburban backyard. Barkley served as superintendent until his retirement in 1963; today, Barkley Drive and the John Barkley Plaza at Shawnee Mission Park honor his legacy as the man who planted the seed for what has grown into a nationally acclaimed park system.
For more than 70 years, JCPRD has stayed true to one mission: enhancing quality of life for residents through exceptional parks, diverse programming, and a steady commitment to innovation and professionalism. In 2025, JCPRD earned the National Gold Medal for Excellence in Park and Recreation Management, the highest honor in the industry.
JCPRD holds a unique distinction as the only special district of its kind in Kansas. It's governed by an eight-member policy-making board appointed by the Johnson County Board of County Commissioners, and organized into five divisions — Parks & Golf Courses, Recreation, Culture, Safety & Outdoor Education, and Administrative Services — that together keep a sprawling operation running smoothly.
JCPRD oversees 18 developed parks, including four streamway parks, more than 150 miles of trails, and two premier golf courses, all spread across upward of 10,000 acres. Roughly 7.8 million visitors pass through JCPRD's parks each year, making it one of the most-visited park systems in the region.
They also run over 4,200 programs annually for more than 2.7 million participants, and manage facilities ranging from a museum and an arts and heritage center to two multipurpose fieldhouses, a gymnastics and multiservice center, a sports dome, dozens of athletic fields, and a state-of-the-art aquatic center. It's also the largest childcare provider in Kansas, serving more than 4,000 children daily across four school districts. Add in a nature center, amphitheater, and challenge course, plus a fully commissioned Park Police Department dedicated to public safety and resource protection, and it's clear why JCPRD's footprint touches nearly every corner of community life.
Underlying all of it is a commitment to equity: JCPRD believes every resident deserves equitable access to parks, programs, and services, and works actively to break down the systemic and physical barriers that have historically limited that access.
